How To Choose A 5-star Padi Shop

I have some customers on Okinawa and at least one on Guam. All Marines. My son is at Kadena.
From what I am hearing I would not worry about finding a branded shop. You need to rent tanks and get air fills. Maybe gear if not taking your own. Check with the base personnel for dive clubs. A shop is not necessary.
As for star ratings and such, do some research and see how many three and four star ones there are. That'll give you some indication of what a 5 star rating means.
 
Do they give me a discount if I want to open a two star shop? :)

Too funny I keep waiting for some one to open a 0 star lets go diving shop like we used to have down here.

Every time I see five star or diamond dive shop I get a feeling that they are more interested in selling new gear rather than taking care of the customer.
