I completely agree with you, don't promise me something and then don't do your absolute best to deliver. For a simple operational check, a good customer oriented shop would do it then and there with you watching, it takes all of 5 minutes. And as Zung has pointed out, it's nothing you can't do yourself. The only thing I would add to couvs list for an unknown reg would be to remove the covers on the second stages just to see how clean they are inside. On most regs you can do that by simply screwing off the cover.
