I was discussing this with my dive (snorkel) buddy. She insists that nothing less than a hundred feet deep will keep you safe. I think 20-30 feet is more than enough.

here's an experiment you can carry out yourself for the betterment of science and your fellow men!

just go out next time you see a waterspout, and swim around a while. if nothing happens, get shallower... repeat...
