Specifically, the DM must take action to protect the reef from bad divers, and the boat owner has to support the DMs and not fire them when they do so..

I'm sure it's also about the concern about negative online reviews and general word of mouth bashing of a dive operation that has the nerve to correct a diver while they're busy destroying the reef and gets insulted when someone tries to correct their reef damaging ways.
