Pedro Blanco is not in Hong Kong. Hong Kong citizen have to supply documents to Marine Authority in advance in order to go there.

Not me! my friend seen manta ray in pedro blanco.
Day trip to pedro blanco is too rush, no facility such technical dive and luxury boat.
You dive frequent in PD:huh:
