I am a Canadian, but jump about the globe as much as possible and consequently have not dived on the West Coast (apparently one of the top places to dive in the world). I am hoping to rectify that (wish everything was free!) soon.

I can tell you that I must have been questioned about diving in California by a hundred people while on my recent 6 Caribbean island whirlwind tour over the last 2 months.

There is no question the West Coast and specifically the Southern California's Channel islands and kelp forests are on the list of many divers. I hope you fulfill that desire of yours soon, you won't be disappointed.
