The flooding in Bangkok isn't a problem for many of the dive destinations, there are several other international airports in southern Thailand in Phuket, Krabi, Koh Samui, etc., so you don't even need to transfer via Bangkok.

The coral bleaching in April/May 2010 affected some areas more than others (Similans/Surin Islands/Phi Phi), and some other areas are recovering quicker than others, though some types of coral can take many, many years to fully recover. Having said that, at some dive sites, the corals are recovering very quickly and there is a lot of new-growth, this means that there is still very nice diving in the southern Andaman Sea, especially around Koh Haa and Hin Daeng & Hin Muang which are very very fishy at the moment.
