I’m part of a small local volunteer on the rescue squad. We have a dive team. Some local fire departments won’t let us fill tanks. What grants and help is there for this?
 
America. . . This is hard to say.If firefighting in China does not allow civilian divers to operate in the water. Then it is best to listen to the words of the fire fighters. Otherwise you may face criminal risks.
