I've not done any diving in Asia, but I'll add a few items that I've encountered that might be helpful for warm water diving in the Caribbean:
- Dive Experience in St. Croix lists on their website that they accommodate "handicap divers" and details ways that they can assist divers with those needs.
- Roberta's Shack in Cozumel lists Adaptive Diving on their website, and appears to have done events with LifeWaters, and adaptive scuba organization.
- While it sounds like your mom won't need the full adaptive diver treatment, at least knowing a dive op has that capability may help with finding suitable boats, lifts, etc. To that end, it may also help to check out the trips/events that these 2 other adaptive scuba organiztions do, to see what locations they go to and what dive ops they use:
- Diveheart - in addition to that link, their Facebook page does mention a trip to Malaysia
- Dive Pirates - also see where they held their past events
