To anyone DIY electric heater for this purpose, I would recommend to look into polyfuses. No idea if the commercial ones implement anything like this, but if not it seems like it would be a good modification (measure the current at your maximum acceptable setting, then select appropriate polyfuse) should prevent burns in case of failure of control system or even accidental inappropriate setting.
