How long are you staying?
Phuket has a huge amount of diving available from local day trips, PADI courses, liveaboards, tech diving...what are you interested in?

Where are you thinking of staying? If you like the bars, disco's etc.: go to Patong. If you like a nice beach with entertainment but quieter than Patong: go to Kata Beach.
Kata Beach also has the advantage it is closer to the departure point of the diving boats, saves you 20-30 minutes one way.
