Grapevine Aquarium

Does anyone know what happened to the plans for an aquarium in Grapevine that would be open to scuba divers in the area? I remember we got a blueprint for it a couple of years ago with a projected opening in 2005. I've never heard anything else about it. Did the project get nixed or is it still on schedule?

According to this article from January, the city backed out, but the developer wanted to go ahed anyway. The article also says Ripley's want to build in Grapvine as well. No mention of diving though.
