Is there anywhere in Puget Sound or the surrounding area that is fairly reliable for GPO sightings at any certain time of year? I really want to videotape some Giant Pacific Octopus, is there some very experienced dive operator who would give me the best chance of getting some half decent footage of the animals that I could contact.

perhaps a shore dive with some very experienced locals who know where they are on a given week?

There are any number of sites where one can almost guarantee finding them in dens. Finding them out in the open is a crapshoot -- I've been diving here for ten years, and I can count the number of hunting octos I've seen on my fingers.
 
Probably the most reliable shore dive sites to find them would be Sunrise (Gig Harbor), Day Island Wall (Tacoma), and Sund Rock (Hoodsport). If you want to find them out on walkabout your best bet would be night dives ... they are, after all, nocturnal hunters.
