I heared that before a lot foreigner worked relative easy in the diving industry and that they made it more problematic. Got told in Pattaya that mostly dive centers tell immigration about other dive centers which have staff without proper work permits.
Don't know if these visa/wp problems came under Thaksin or if it is something which comes every few years ago.
If you have to pay for a foreign instructor 55.000 Baht and for a Thai Instructor 15.000 than this has a big impact on the prices.

stiggy:One way you can possibly save some cash on phag ghan is via cheaper accomidation then put the money towards the diving.
I agree that its very difficult if not impossible to get diving for under say 1000bht per tank.
But the reality is Fuel prices have gone up,staff are now required to have more expensive visa and work permit etc etc.
Another alternative is sporttime divers in bangkok,Thai owned and often has short liveaboards out of Chumporn around Tao phangghan,I also hear that the prices are good.In one hit you have travel accomidation diving and normally decent Thai company,not a single smooth talking saleman in Site....
