There are technical dives near Penang. I believe mostly wrecks since it's located at a WW2 hotspot. There's a cool video you can watch below:


For recreational diving Pulau Payar is the best bet, and sounds like @Anna1990 had a decent experience... Maybe I will schedule one to check it out when I go home next.
 
@Luko - nope, no reef sharks. We went nowhere near other snorkelers or divers though (advantage of the speed boat) so perhaps we'd have seen some if we'd been in the more populous area.

I'd say it's definitely worth a day trip and now I don't have any more dive trips planned I'm tempted to take a weekend up there in the near future because it's so easy to get to.
 
Few yrs too late to respond.

IJN Haguro, Japanese heavy cruiser sank at the last sea battle of WWII, sitting upright at 60m(deck).
Dived it and the Sun Vista quite a while back.
