OP is correct that there are buses that go through from the Cancun airport to Tulum without changing in PDC, but the schedule is much less frequent than if you transfer. Buses from Cancun airport run every 20 minutes to PDC, and from PDC to Tulum hourly. The station in PDC is small and easy to navigate (although seating can sometimes be at a premium).
