I'm not sure what you mean by "static" diver. If you mean the kind of profile that someone would do if he descended to a certain depth, remained there for a certain amount of time, and then ascended...I don't know anyone who does this kind of dive recreationally.

Actually, square profiles are quite common among us wreck divers, both on recreational and technical dives.
 
If you have one tank, you go down to the beach and dive until you hit empty and that is it for the day, then no, you don't need a computer. Just note your maximum depth reached, total bottom time and check the tables.

Most of the time I just use my computer as a bottom timer that happens to log my dives.
 
I'm sixteen and I refuse to let my parents pay for SCUBA so I'm really not up to paying for a boat.
 
Many beginning divers will run out of gas before they run into nitrogen saturation problems - especially on only one dive. Until you can reach the maximum table time, with gas left over in your tank, no computer is required - although you still need a watch to monitor the table time.
