I was in Indonesia for November. I didn’t have any carry on weighed but it was more of a size issue when flying on the ATR props that have small overheads so normal carry on rollers needed checked- they took them on entry to the plane and gave you a receipt.
Checked luggage was always weighed and we always had to pay overweight charges.
