Decent, no. But if you insist on diving in Galveston, I have done Offat's Bayou. A few brave folks from CHUM did a trip earlier this year. Below are links to the event (including map to the Bayou, etc) and a trip report. Assuming there was any viz, there is a boat sunk as well as cave line leading to the rock retaining walls where you can do some critter hunting. Viz was near zero earlier in the year.

Your local shop on the island is Island Divers Galveston. Check them out. They can answer questions and point you in the right direction.
 
Well if you wanted to drive just a little bit, you could visit Mammoth Lake, 15+/- viz. From galveston you can just take Bluewater or FM 2004 and it pretty much takes you straight there. Maybe 45 min or so. Galveston is not made for diving. You cant see your feet 1" under the water.

I guess I will have to do this on the way back up.
 
Have you ever been to Galveston? Fine place to vacation, lots of surviving historical sites and much more, but not a dive destination. I wouldn't want to get my gear that dirty for nothing, it'd be a long drive for tanks, and who is going to buddy with you? Play in the water if you know how to escape rip currents, but diving is not available.
you'll have better diving in a pool!
