Friend trying to register but receive an error saying he was banned for SPAM

A friend is trying to register as a new user but when he try to register he receive an error saying :
You have been banned for the following reason: Spam. Please contact the administrator if this was done in error..
How can he contact an admin or understand why he was flagged as spam ?
