if it is a cell phone…what's the point?
 
The SD card, if it has one, may have data the owner may want.

  • I said "practically" also known as "almost". Yes, the phone is probably dead, but depending on the depth it was found and the length of time, it might not be or it might be repairable,

Submerged yes. To depth? Not so much. Most phones that advertise that they are water resistant are rated for IPX7 - which is 1 meter and 30 minutes. Even the iPhone Xs which has the higher IPX8 rating is only good for 2 meters and 30 minutes.

And salt water is much worse than fresh.
