Fort Wetherill Fish ID

Can someone help me ID these fish? They were all over the place at Fort Wetherill, RI on Saturday (9/20/14). At first I thought they might be small Scup, but the Scup I saw were larger, solitary, and poked around on the bottom, whereas these guys were in loose schools and slightly elevated in the water column.

Think it is a porgy, a.k.a. scup. They get about 18" and are pretty good eating (so I hear). Looks like these are juveniles.
