When I canceled my hotel in Raja Ampat, they added the below comment:

we were just informed yesterday by the local government that a total lockdown for Raja Ampat & Sorong will be enforced starting 29 March (currently for the duration of 2 weeks)

This all goes against national regulations and policy.

Policy is not law and can be changed at any time. Laws can he changed or other laws can over ride them in cases of national emergencies.

Traveling to Indonesia? Here are 9 Points You Need to Know

In order to tighten the health protocols in Indonesia, the Air Task Force in Handling Covid-19 and PT Angkasa Pura established 9 essential procedures for both local and foreign passengers arriving from international flights. These implementations include filling passengers' data on the Hore (Hotel Reservation) V2 app to having their identity information and quarantine location collected by the airport authority. The procedures have been implemented since May 2021 at the Soekarno–Hatta International Airport.

All passengers arriving from international flights must go through the following 9 checkpoints:

  1. Fill in passenger's data on Hore V2 application
  2. Go through the health document checkpoint by the Port Health Office (KKP Kemenkes)
  3. Data collection regarding passenger's quarantine locations
  4. Go through the immigration process
  5. Collect baggage(s) at the baggage claim area
  6. Go through the customs process
  7. Register at the Help Desk Hotel
  8. Passenger's identity information and quarantine location are collected by the airport authorities
  9. Passengers will be picked up by bus to the quarantine location
Besides these 9 procedures, all travelers from abroad must comply with health protocols, such as providing Covid-19 test results and going through the quarantine process. International passengers are obligated to conduct a 5 x 24 hours quarantine upon arrival. They must also take another RT-PCR test when quarantine is completed. This is in accordance with Circular Letter Number 8 of 2021 on International Travel Health Protocols during the Covid-19 Pandemic and Number 9 of 2021 concerning Health Protocols for International Travels during the Covid-19 Pandemic.

The new procedures are hoped to ease the quarantine process to allocate local and international travelers to Wisma Atlet Pademangan or quarantine hotels.

I gave up hoping for Indonesia to open this year & rescheduled our Sangalaki trip on White Manta in August this year to next year. Still have not rescheduled our February 2022 trip to Raja Ampat on Blue Manta, yet. Fingers crossed, knock on wood that they will open the country by early next year.
