FIX shutter issue below 12m?

OK, this is not for me, I am conversing with a person from Russia who if I understand correctly has two problems:

1. His shutter button is half pressed below 12m

2. His rear dial control does not work below 12m

Now, I am familiar with the occasional rear dial issue where some people have shimmed the camera with paper or returned the housing and camera for adjustment but the shutter thing has me perplexed. IMO, this would be nearly impossible since the shutter is a lever and it pushes a plunger that has a fairly stiff spring using the fulcrum advantage of the shutter lever to reduce effort. Any thoughts?
