Saw this on a shallow sandy area, hiding/camouflaging near weeds. Hides effectively I'd say. Not sure if it's a juvenile frogfish cause it's got a horn-like thing on top of the head, and snout resemblance too. Flat on the side, and seems to have no or little pectoral fins. Any leads? Thanks!

It is definitely a file fish.
