Not much is visible. Wild guess- batfish.
 
Was it walking on the bottom?

Did it look like this

 
That's pretty close - mine had more spots with a couple stripes - I have a better pic at home that I cleaned up with photoshop will post tonight
but that's close just a different skin pattern

yes it was hanging out on the sandy bottom - camo's very well against sand
 
What part of what ocean was the picture taken. Also how big was it?

Northern part of the Gulf of Thailand
