I recently purchased some Tusa Imprex fins. The buckle is the best feature. EASY to adjust, and the quick release is great. As for propulsion, they're middle-line. I was expecting more thrust, but I guess they're longer than I expected. Overall, I'd recommend the fin.
 
Aeris Velocity Fins. Cost via internet is under $ 50.00 (full foot, $ 85.00 open heel) and are very highly rated. Probably one of the best performance/cost ratios out there, plus they are not very heavy. I have had a pair for about five years and with over 160 dives on them they are still in great shape.

They're light and comfy, but very floppy. I didn't realize how much so until I saw some video of me wearing them in the pool. The Diverites are much stiffer and the OMS Slipstreams look like they might be good too when/if they come out with the smaller sizes.
 
These fins come up here quite a bit and many find them good fins, they are comparable to Scubapro Jets, but much lighter in weight ... OMS SLIPSTREAM fin, DIR and Technical, OMS, OMS SLIPSTREAM fin .. + a 10% scubaboard member discount
On land with rubber straps a pair of XL slipstreams weigh 4.7 lbs. For comparison my XL jets with spring straps weigh 6.5 lbs.
