The link in the first sentence lists all the Faceplate newsletters back to June 2000. I don't know how long it has been published but I have a few hard-copies from the early 1970s.

FACEPLATE is published by the Office of Supervisor of Salvage and Diving Director of Ocean Engineering (NAVSEA 00C) to provide the latest and most informative news to the Navy Diving and Salvage community.
