I have a canon housing for my elph 230. I have a friend with a housing for his 400. We both love them. His was broken when it was dropped on a diveboat but he will be getting a new one.
They are tiny and great for quick snapshots. I recently posted a few shots that I took with mine in Palau. (http://www.scubaboard.com/gallery/showgallery.php/cat/500/ppuser/17104)

Mine is supposedly only rated to 100 feet. I've had it to 132 with no problems.

They are incredibly cheap when compared to ikelite housings (though not quite as sturdy probably)

"Ordinary digital camera" is quite vague. Most decent housings are camera specific as nearly all of them have function buttons in different spots.

If you are looking at a one size fits all type of housing, look into the ewa-marine bags. I don't know that I'd trust them, but I've met divers who've used them for almost anything.

Another housing that should be out in the next month or two is the new Bonica housing. It supposedly will work with a couple dozen different cameras right off the shelf and is configuarble (not sure if it's at the shop, or at the factory) to fit some forty odd different cameras. I'm not sure what the price is going to be, but it looks like so many of the housing that are going in the $150-$250 range and with it's ability to fit so many cameras they might be able to keep it fairly low priced.

Any body know if there are any affordable (for a regular diver) digital cameras. IS there a company that makes a waterproof case for any ordinary digital camera??

i just got a cannon elph sd100 and underwater housing, and i love it. i've done
two dives and have really enjoyed the flexibility, with all those buttons i can push.

the pics are not too bad either, for a 3.2 mp camera
 
If you are referring to the S400, I have had one for about a year. Bought the WP-DC800 Canon water housing when I bought the camera in St. Thomas. Has been and continues to be a great point and shoot camera. Can be frustrating to use with a strobe later.

The bad point about the setup is it wet my appetite for a better setup. My wife still uses the S400 rig while diving and we love it topside.

Love my Canon S400 and housing. Like Cabo I have a Sea&Sea YS-25DX strobe, and am going to buy a new ULCS digital tray and handle, so that I can add the Inon AD lens mount, which will allow me to add filters and macro/WA lenses as well.
 
I also have the Canon S400 Elph. I absolutely love it. I got the Canon WP-DC800 Housing. Very easy to use...easy access to all the features. I bought the camera at circuit city brand new for 399.00. I got the Housing brand new from Wal-Mart. If your wal-mart doesn't carry them you can order it on line. I believe it was around 175.00 for the housing. We used it for the first time in Cozumel in February. No problem what-so-ever. As a new underwater photographer I was pleased with the pics! Here's a link to uor pics taken in cozumel:
