I have just leaned that E-13483 exemption for Norris cylinders has expired. A diver had his tank x'ed out at hydro. He bought them last year with a 2005 manufacture date.

Anyone experienced this issue?

ps he was geeting them tumbled because of rust.
 
Take a look at this thread from a while back, discussing (potential) exemption expiry on PST tanks.

It seems that the user can easily apply for a renewal of the exemption for tanks that they own. So unless the Norris tank in question failed it's hydro, the shop that tested it had no right to automatically condemn the tank.
 
I have 2 of these that have a manufacture stamp of 03/05. I just sent an e-mail to DOT for clarification. If I get a reply I will post it here.
 
Did they really obliterate the markings? If they did, the shop probably exceeded its authority, and may owe him a tank.

My understanding is that while a tank with an expired exemption cannot be filled or hydrotested, it is not automatically condemned, since it is always possible that the manufacturer may belatedly get around to renewing their manufacturers' exemption, or the owner may apply for a "to use" exemption. If the tank has had the markings defaced, then there is no way to restore it to DOT legal status.

The shop should have just told him "we cannot test this tank until the exemption is renewed" and left it at that.

Some good news!

I'm in e-mail dialog with a "warm body" up at DOT. She sent me a very vague reply and I ask for clarification. Here is my question and their reply. I will post when I hear anything new.

I have 2 of these Norris SCUBA tanks that it appears the manufacture has let the exemption expire. I searched a few sites on the internet and some say that I can apply for a "personal use" exemption to continue to use these. Can you point me in the right direction to how to apply for this?

Their reply:
This is already a use exemption. You may request party status as provided by 49 CFR 107.107. You can email your request to this address. It takes approximately 4 weeks to get party status.

Is he going back to the shop with the renewed exemption and tell them they owe him a tank.
 
Is this what it's going to look like when Pressed Steel's exemption expires? It can't be re-newed as Pressed Steel is out of business. (PST LLC is NOT Pressed Steel)
 
I just acquired a Norris HP120 that is out of hydro. I was searching the web for buoyancy specs on this tank and came across this thread. I contacted Norris Cylinders and spoke with Sally Mitchell, their Engineering Manager. She sent me a copy of the latest extension for E13483 in case I had any trouble getting a hydro. She also calculated for me the buoyancy characteristics of that tank based on their manufacturing specs.
