Actually it neither really goes into it nor is it even correct.

Not all diaphragm regs are sealed and not all piston regs are unsealed.

Some diaphragm first stages use an extra diaphagm to seal the ambient chamber and then normally use some type of non freezing fluid to tranfer the ambient pressure to the main diaphragm.

Some piston first stages use a similar system with a boot that contains silicone grease in the ambient chamber to achieve the same purpose. Other piston designs use an air bleed system or a shrader valve, a diaphragm and check valves to seal the ambient chamber and keep it filled with air at ambient pressure.

Still other designs (both diaphragm and piston) use other heat trasfer methods to prevent water form freezing in the ambient chamber and use much large ambient ports to make it easier to rinse salt, silt, sand, etc out of the reg and basically skip the idea of needing to seal the ambient chamber.
