I am a very experienced commercial diver that lives in wisconsin and was wondering if anyone has any information about commercial diving contractors that are currently hiring full time divers anywhere in the midwest...any information will be helpful and much appreciated

You'll be hard pressed to find a full time slot, though you may want to check with Superior in Fon du Lac.
A trip to St Louis may be in order, those folks like to use freelancers working 1099.
Check Hartford Insurance for basic workers comp.
