One way that I go to Puerto is the SI-KAT BUS & FERRY SERVICE,the bus leaves the CityState Tower Hotel,Ermita at 8 am you be in PG around 12 to 12:30,I dive with Sandbar Divers at Boquete Island,Puerto Galera there diving rates are very good.The dive shop used to be called Sabangdivers( new owners )by the way round trip is about Php 1600 Good Luck
