Newbie question, but if the tank has been sitting undisturbed for 8 months could the gases have settled with the slightly heavier O2 on the bottom with the light N on top?

No. They will be perfectly mixed. (I could go find some physics books to explain, if you're really into the science, but basically, the motion of the molecules at the temperature and pressure at which the gases are stored is enough to keep the air perfectly mixed.)

(Note: Nothing's "perfect", but we're talking "an ocean, plus or minus a teaspoon" stuff here. :D)
 
Have you tried another analyser yet?

I suppose pictures of the inside of the tank when drained will be out of the question?

Did people (or perhaps just Hal Watts :) ) ever dive hypoxic nitrox mixes to get the ppO2 down? I guess the increase in the narcotic effect would be fairly minor (going from 79% N2 to say 85% N2) compared to the increased MOD of the O2. Of course if your maximum acceptable ppO2 is 2.0 (I assume we're talking about divers who think 1.4 is for wienies), going from the MOD on air to the MOD on 15% is quite a few more martinis.

What's the leanest nartox mix you've run across?
 
Hypoxic mixes were used in medium depth underwater habitats to slow (or stop) the oxygen clock.

It's fairly commonly known ... face it most tri-mix is hypoxic and and requires the use of a travel mix.
 
Sounds like some oxidation has happened. Viz time.
