What caused the TLS 350 to leak? Was it bad material or the seams? I have read a lot of good things about the TLS 350 except for when they had a few months of bad material.
the material wears out with millions of pin holes, the seams delaminate

Was the TLS suit that was army issued any better than the regular suits?

After the old TLS350 was on the market DUI became known as "Dry UntilI Immersed", very few people who actually dived them after a few years were happy with them. Mine after 4-5 years started looking like a QuadLaminate suit (Nyon-Latex-Nylon-Aquasure) untill I junked it after 6-7 years, and I was using 2 drysuits at that time.
For me, that was my last DUI, for the last 20 years I've had other companies make my MTM suits and am very happy.
