You can contact a Notary Public and get a notarized affadavit of citizenship. This document in conjunction with a govt issued ID is all you need.

If she has a voter registration card with name and current address, that would suffice in place of a birth certificate. Requirements are proof of identity (Driver's License) and proof of citizenship (birth certificate or voter registration card).

While this used to be the case some years ago, a voter's registration card is no longer sufficient for air travel to Mexico. You will be checked for proof of citizenship at your point of departure by the airline, and if ID and voter's registration is all you have, they will not allow you to board the plane. As of about four years go a notarized affadavit of citizenship (easily obtained) satisfied the requirement, but I haven't seen that method tested since the post 9/11 security measures were put in place.

If your documentation is at all iffy, my advice is to call and discuss this with the airline well before your departure date.
 
Me and my dive buddy were leaving for Cozumel last August. We were at the airport ready to board when my buddy noticed his passport was expired. The ticket agent immediately said he needed a driver's license and birth certificate. He did not have his birth certificate with him. She then said he needed a notarized affidfavit of identity. She got on the public address system and paged for a notary public. I hated to leave him behind. . .but hey no sense both of us missing the flight. Just as we were boarding he walked up behind me. A notary had walked up to the ticket counter at the last minute and stamped an affidavit for him. It worked although the customs guys in Mexico had a good laugh. Remmber, you cannot board an international flight without the appropriate id as dictated by your destination. If the airline lets you board without it they are fined $10,000.00 (thats what we were told anyway).
