Do some Cozumel establishments, including restaurants, give discounts to divers?

Yes. Longer answer. It depends. Some places will give a discount (varies) if they know you're a local. Others might want to see a Cozumel driver's license or a Plan Locale card.
It is not always guaranteed and I appreciate it when I get it
EDIT: Sorry in my brain I read discount for locals, not divers. I'm sorry for the confusion here. There were several restaurants that gave divers a 10% discount, or used to.
I think La Mission and Casa Mission was one of them. I'll try to think of / remember some others.

Casa Mission does (10%) for divers who present a C Card but just for the diver if I remember right. They recently had an Ad on FB offering 15% for a limited time.

Some lodging and dining establishments do, but I wouldn't necessarily count on it. Before the pandemic, it seemed to be a bit more common practice, but I've heard mixed things in recent years, and haven't been back to confirm one way or another.
