The vast majority of regulator services that I have seen have been no-where near a flow bench. For example, Apeks recommend that the interstage pressure is set static to 9.4 Bar. To do this, all you need is a suitable pressure guage (say 0-15Bar) on a 3/8 UNF thread, and to screw it into the LP port of the first stage. Plenty of people in the UK sell these to anybody that wants one. Sub-Aqua Products in Hampshire, UK are one for example.

Jon,
You're right. I've serviced regs for years without a flow bench, only an IP gauge. What would you do if you tested the flow and it didn't meet specs? There are no adjustments for that! Send it back to the manufacturer? It's good for comparing regs, but not servicing them.
