I have an oceanic GT3. I wanted to find out how easy/hard it would be to tune myself. I have a copy of the service manual for it, and it says to use an in-line adjustment tool to adjust the orifice to increase/decrease the airflow ....

My question is can this be done without the in-line adjustment tool, or is it not worth attempting ?

You can adjust the orifice without the inline tool. It can be time consuming, however. It involves removing second stage making adjustment, replacing second, repressurizing, checking for leakage, depressurizing, removing second, making another adjustment, replacing second, repressurizing, checking, etc. The inline tool makes this process much simpler, since the adjustments are made with the reg pressurized.

I don't understand why you want to fool with the orifice adjustment. If the orifice was properly adjusted initially, and the seat is in good condition, a slight leakage could be compensated for by turning the adjustment knob.
