Awesome Idea! just want to share if you dont know (yet) its gonna rust heavily... already kind of hard to find classic line cutters not to rust, the best one for me so far is a ceramic blade, so might adapt to your awesome model :)

The one I have from Dive Rite has a ceramic blade. Visciously sharp; impossible to rust & well-protected.
 
yeah, the only concern I have about (and not experienced yet) is ceramic is way more breakable... and doesnt have the elasticity of stainless steel. Seems like nothing better than titanium if not for price
 
I find that a fine layer of grease, like silicone grease, does a great job at preventing rust on these.
 
I use a ceramic line cutter. Silicone spray will probably keep the blade rust free. My concern with your design is that blade is not encapsulated on both sides. if you drop a tank on it or gets wedged or warped the blade could pop free and very quickly ruin other gear. In a lot of ways, how it is sheathed determines it's utility.

I have ceramic blades on order from Amazon. They are $16 for 10 blades.
I made another one with a folded hotel key card. It is encapsulated on both sides. You want to see? It was a spur of the moment "can't find a line cutter" before a dive. The maintenance dude at the hotel was nice enough to give me the blade. It took 5 minutes to design and make while the boat was being loaded. The hardest part was getting my fingers unstuck (and getting lucky that the boat mechanic had superglue).
The sheath is a webbing on the computer wrist strap. The superglue and plastic are super stiff with the stainless blade. You need to want to bend it. I superglued the webbing to make the pocket and loop.
Use Silicone grease for the rust after washing with fresh water.
 
You can buy standard size ceramic razor blades online.
