Can you dive the Atocha - just dive it, no interest in searching for/ removing artifacts- without paying Mel Fisher? I understand that he controls the salvage rights, but does that prohibit others from diving around it for non-salvage purposes?

Considering the Atocha lies over a massive area and is buried deep in sand, so the chances of you even getting to a physical part of the wreck is almost impossible. I also think the main part of the Atocha wreckage coordinates is not publicly available.
