Dont know about Dublin but I am off to Shannon (Ireland) in four weeks and plan a few dives. Just Google or whater "Dive Dublin" and loads of places with come up.

I go to Dublin every month - but never consider diving there.

Far better to go South and head for Cork or Kerry coast, but like the West coast it can be rough this time of year.
Certainly be chilly.

If driving South is too far for you, alternative woul be go North and dive Strangford Lough ... has masses of sea life, but can be challenging with high tidal flows.
