There is diving around Batam and Bintang, these are Indonesian island close to Singapore. The ferry terminal at Tanah Merah is near Changi Airport.

Cannot remember which one, but one of the mentioned islands above have no real dive center. You need to talk to the harbour master who will then help arrange for tanks and transport.
 
Tioman and Aur are probably your best bet for ok diving close to Singapore. If you are stuck in Singapore and are really desperate to dive, you could always do an aquarium dive at Underwater World; dive with a dugong and sharks, feed the eagle rays—surprisingly good fun when “real” diving isn’t possible.
