So we will not be able to do any diving in Vis? Do you require a special permit or is just completely off limits? The caves, can you snorkel or do you just take a kayak in them?

Diving can be done with one of four diving centers (two in town Komiza and two in town of Vis). I can recommend:

http://www.dodoro-diving.com/ (Vis)

The cave (actualy caverns) can be entered by small boat or you can dive.
