I will come to Taiwan in November 2023. Where is the best dive spot? I think Green Island? If yes, do you know an available diving center?

Diving in Green Island, Republic of CHINA
Language especially the written words is NOT an issue. HK to Hualien, bus or train to Taitung and then ferry across. pretty straight forward. But how about dive operator and place to stay? Any recommendation? Stay away from "safetystop@#$%^&"? Cheers.
That was back to 2019.
Nov could be a bit late for Green Island in ROC.
