years ago we used to spear fish below the dam at night. i can remember the vis was OK and the water was cold and shallow. there is a Park that is easy to access we did see a fresh water eel that was cool.
 
Lots of pesticide runoff near the 360 bridge - and as mentioned above, there is no vis and extensive boat traffic.

The only real decent places to dive in Lake Austin are in the various coves I use to take students to where Bull Creek enters the lake; Bee Creek Cove is nice; and several spots near Commons Ford Park.
