Beautiful pictures @rmorgan. I have tried several times now with my gopro but the pictures never come out this nice underwater. Any tips/learnings?
 
Isla del Cano and Papagayo have lots of dive sites less than 18 meters. CRAD and Rocket Frog are both firt class 5* places from my experience. Rocket Frog has a map with their local sites showing depth and in many instances maps on their website. February is dry season so visibility should be good.

You are absolutely right! I also highly recommend Costa Rica Dive and Surf. They offer excellent dive services and have experienced guides to ensure a great experience.
