Most places require monitoring a safety channel, VHF 16 in most places.I don’t know if fishing boats and dive boats use the same channel. Assuming they would have heard it is speculation. I do know in the Great Lakes where I fished most weekends growing up we had a dedicated channel for fishing info and I never heard dive boats

This is Mexico. I have never seen a vhf radio used on dive boats or actually heard them. All were usually via phone. They might be just turned lower or I haven’t paid enough attention. They certainly have them but when diving, you need to realize you have yourself and your buddy. I dive mostly with a 3 generation family op because they know the place inside and out. That being said I also need to be empowered to protect myself. Especially in a 3rd world country. I am sure many little things took place like they usually do when things don’t go as planned.

VHF 16 is the international hailing channel, to which Mexico subscribes. Local port captains may use other hailing channels. Cozumel uses Channel 6 for the Port Captain, 12 for the Harbor Master, and 14 for the Pilots. Various dive shops may have their own channels they use, for example Dive Paradise uses 88A. Coz Contrio Tower for Marine Traffic uses CH 16.Suba Shack always briefs us on where the radio is and the emergency channel in case the captain falls off the boat. I can't remember for sure but I think channel 6.
