preliminary info from the article says it was a diver from the equipment found - but can't tell if it was a scuba diver or free diver especially due to the area.

A body was recovered from the Atlantic Ocean off of Hillsboro Inlet Tuesday after a fisherman called in the discovery to the U.S. Coast Guard, the Broward Sheriff's Office said.
The victim was found three quarters of a mile south of the Inlet and a quarter mile out to sea, agency spokeswoman Dani Moschella said.
The person was apparently a diver, based on the gear that was found with the body, Moschella said.
"We're trying to determine what happened to this person," she said.
BSO got the call at 8:40 a.m., and its dive team brought the body to shore and were met by the agency's homicide and crime scene investigators at Alsdorf Park in Pompano Beach, Moschella said.
The body is at the Broward medical examiner's office. BSO hopes to release the victim's name and other personal information later Tuesday, Moschella said.
