DiveRite Urinator question

Hi,

My DiveRite Urinator has a yellow thingy (don't know the English word), which I can screw on or of the urinator.

What is the purpose of thing yellow thingy?

That's the balancing chamber you've got there. You'll want to keep that attached.

Thank you for your answer.
But why is it possible to screw the yellow thing off the urinator? When I screw it off, I can blow through the thing it's screwed on. But when I screw it on, I can't blow through it and it looks closed.

I added the photo to show which yellow thing I meant and pointed to where it can be put on.
